# PC Form Module

## Module Overview

The **PC Forms** module is where you create, edit, submit, review, and track all procurement case forms—from **PC-I (Project Concept)** through **PC-V (Completion Report)**. This guide covers the shared PC Form list, the **Generate PC** process, status labels, the details modal, working papers, and the approval actions that every PC type uses.

Individual wizard steps for each PC type are documented in separate guides (PC-I through PC-V). Read this module first to understand the common workflow, then open the guide for your specific PC type.

## Navigation

1. Sign in to PMS.
2. In the left sidebar, open **Planning & PC Forms**.
3. Click **PC Forms**.
4. Optionally open **Funding Sources** from the same menu section if you need reference data for plan provisions.

## Screen Overview

### PC Forms List Page

#### Header Actions

| Button | Who Sees It | Purpose |
|--------|-------------|---------|
| **Generate PC** | Submitters with create permission | Opens PC type selection modal |

Department approvers who only approve (not check) may see a simplified header without the Generate button.

#### Table Columns

| Column | Description |
|--------|-------------|
| **Schemes** | Linked scheme name(s) |
| **Working paper** | Generate / View links (P&D approvers) |
| **Status** | Current workflow status |
| **Received Date** | When the form entered the current queue |
| **Submission Date** | When the form was submitted |

#### Row Labels

You may see additional labels on rows:

|-------|---------|
| **Modified** | Resubmitted after deferral |
| **Revised** | New revision of an approved form |
| **Revised (version N)** | Specific revision number |
| **Post-approval revision workspace** | Editing an approved form under revision rules |

#### Short / Full Scheme Name Toggle

Same as Schemes module—switch between abbreviated and full scheme titles in the list.

### Status Labels

| Status You See | What It Means |
|----------------|---------------|
| **Draft** | Saved but not submitted |
| **Forwarded for Checking** | Awaiting checker review |
| **Forwarded for Approval** | Awaiting department approver |
| **Forwarded to P&D** | Awaiting P&D approver |
| **Approved** | Final approval recorded |
| **Deferred** | Returned for correction |

## Generate PC — Type Selection

1. Click **Generate PC** on the PC Forms list.
2. A modal opens showing PC types:

| Type | Full Name |
|------|-----------|
| **PC-I** | Project Concept |
| **PC-II** | Project Concept (Phase II) |
| **PC-III A** | Annual Work Plan |
| **PC-III B** | Monthly Progress Report |
| **PC-IV** | Evaluation Report |
| **PC-V** | Completion Report |

3. Select the type you need.
4. The wizard opens at **Step 1: General Information**.

## PC Form Wizard (Shared Layout)

Every PC type uses the same overall layout:

### Top Stepper

A horizontal **step bar** shows all wizard steps. Icons indicate:

- **Current step** — highlighted with amber ring
- **Completed step** — check mark
- **Upcoming step** — numbered, not yet visited
- **Skipped step** — marked if a section does not apply

The selected scheme name may appear below the stepper as you scroll.

### Left Sidebar

**Step cards** mirror the stepper—click a card to jump to that section (if allowed).

### Main Content Area

The active step's form fields appear here.

### Bottom Actions

| Button | Purpose |
|--------|---------|
| **Save as Draft** | Saves progress without submitting |
| **Previous / Next Step** | Moves between wizard steps |
| **Submit** | Sends the form into the approval workflow (requires checklists on applicable types) |

## PC Form Details Modal

Click any row in the PC Forms list to open the full-screen **PC Form Details** modal.

### Modal Header

Shows PC type, scheme name, and status.

### Modal Body

Displays all completed wizard sections in read-only or editable mode depending on your role and the form's status.

### Modal Footer Actions (Vary by Role and Status)

| Action | Who | When |

| **Edit** | Submitter | Draft or deferred |
| **Approve** | Checker, Dept approver, P&D, Chairman | When form is in their queue |
| **Defer** | Checker, Dept approver, P&D, Chairman | Return with remarks |
| **Cover preview / Cover PDF** | View/print cover sheet |
| **QR code** | Display verification QR on cover |
| **Working paper — Generate / View** | P&D approvers | When forwarded to P&D |
| **MoM / Advice Letter links** | Chairman context | When forwarded from meeting |

### Defer Modal

When you click **Defer**, a dialog opens requiring:

- **Remarks** (required) — explain what must be corrected
- **Attachment** (optional) — supporting document
- **Signature** — draw or use saved signature
- **Hold Pre-PDWP meeting again** (optional checkbox) — schedule another Pre-PDWP after resubmission

### Approve Modal

When you click **Approve**, you may add:

- **Remarks** (optional)
- **Attachment** (optional)
- **Signature** (required for many roles)

## AI Functionality (Shared Across PC Forms)

### Fill with Agent

On rich-text fields (descriptions, justifications, objectives, etc.), look for the **Fill with Agent** button near the editor.

**How to use:**

1. Click **Fill with Agent**.
2. A prompt dialog opens.
3. Describe what you want written (e.g., "Summarize road construction objectives for rural connectivity").
4. The system generates suggested text.
5. Review the suggestion carefully—edit before saving.
6. Accept or refine the content into the field.

**When to use:** Long narrative sections where you need a starting draft. Always verify facts, figures, and scheme-specific details before submitting.

### PC1 Analyze (AI) — PC-I Only

On the PC-I **Checklists** step, click **PC1 Analyze (AI)**.

**How to use:**

1. Complete your checklist entries first (or partially complete).
2. Click **PC1 Analyze (AI)**.
3. The system reviews your checklist against common requirements.
4. Suggestions appear in a modal—use them to fix gaps before submit.

**When to use:** Before final submission of PC-I, to catch missing checklist items.

### AI on Meeting MoM

In Meeting Workspace, MoM deliberations can be **generated from transcription** (see Meeting Management guide).

## Scheme Selection Process (Step 1 — All PC Types)

1. Open **Generate PC** and choose your PC type.
2. On **General Information**, select **Scheme** from the dropdown.
3. **ADP** and **UID** fields sync automatically.
4. Other general fields (department, sector, etc.) may auto-populate from scheme data.
5. Confirm you have the correct scheme before clicking **Next Step**.

## Complete Workflow — Role Summaries

### Submitter

Create → Save Draft → Submit → Track status → Respond to deferral → Resubmit as **Modified**

### Checker

Review **Forwarded for Checking** → Approve or Defer with remarks

### Department Checker / Approver

Review **Forwarded for Approval** → Approve or Defer (department scope)

### P&D Approver

Review **Forwarded to P&D** → Generate working paper → Approve or Defer → Request meetings as needed

### Chairman

Review advice-forwarded PCs → Approve or Defer (see Chairman guide)

## Step-by-Step User Guide

### Creating Any New PC Form

1. Open **PC Forms**.
2. Click **Generate PC**.
3. Select PC type (e.g., PC-I).
4. Complete **General Information** including scheme selection.
5. Click **Next Step** and work through each wizard section.
6. Use **Save as Draft** anytime to preserve progress.
7. On the final **Signatures** step, complete signatory fields.
8. Click **Submit** (complete required checklists first on applicable types).

### Opening and Reviewing a Submitted Form

1. Open **PC Forms**.
2. Find the row by scheme name or status.
3. Click the row to open the Details modal.
4. Scroll through all sections.
5. Click **Approve** or **Defer** if the form is in your queue.

### Generating a Working Paper (P&D)

1. Find a form with status **Forwarded to P&D**.
2. In the **Working paper** column or modal footer, click **Generate**.
3. Complete the working paper editor if prompted.
4. Click **View** to open the generated document.
5. Download or print as needed for the meeting.

### Resubmitting After Deferral

1. Find the form showing **Deferred** (and **Modified** label after edit).
2. Open the form and click **Edit**.
3. Read deferral remarks (from notifications or approval history).
4. Correct the identified sections.
5. **Save as Draft**, then **Submit** again.
6. Status returns to **Forwarded for Checking** (or appropriate next stage).

## Save Draft vs Submit

| Action | Result |
|--------|--------|
| **Save as Draft** | Record stays in Draft; only you (and admins) can edit; no approval queue |
| **Submit** | Record enters workflow; submitter typically cannot edit until deferred |
| **Next Step** | Moves to next wizard page; may auto-save depending on configuration |

Before **Submit**, ensure required fields on every step show no validation errors (red messages).

## Business Scenarios

### Scenario: Creating a New PC-I

Open Schemes → confirm UID → PC Forms → Generate PC → PC-I → select scheme → complete 17 steps → Submit → status becomes **Forwarded for Checking**.

### Scenario: Returning a PC-II for Correction

Checker opens forwarded PC-II → **Defer** → enters remarks → submitter notified → edits → resubmits as **Modified**.

### Scenario: P&D Preparing for PDWP

P&D approver filters **Forwarded to P&D** → generates **Working papers** → links schemes in **Meeting Workspace** for PDWP agenda.
